Rightly so, since this means cheaper/shorter transit lines and since established areas have existing underutilized infrastructure that can support more people and places without adding additional taxpayer burden. However, a corridor like W Dodge, W Center, W Maple or even Blair High Rd could be used to extend transit from downtown and midtown to farm fields. The suburban density in between is too low but a new terminus at the western edge could be the next Benson or Dundee. This is how many of the early traction companies were profitable, transit operations would barely break even, but they would extend service to a cornfield they owned and make a windfall off of the profits.
